  4. Operational Efficiency: AI streamlines processes like procurement by validating budget allocations, reducing errors, and freeing staff for strategic tasks.

Allen emphasises integrating AI into platforms like the Collaborater Foundation and PhoenixERP systems to enhance decision-making and automation while maintaining transparency and human control.

Challenges to AI adoption include legacy systems, budget constraints, skills gaps, and resistance to change.
To ensure inclusivity, municipalities should build scalable digital platforms, unified stakeholder portals, and multilingual mobile apps to serve rural and underserved communities.
